Bolivian president Evo Morales, the first indigenous leader of the country, enacted a decree that set out the conditions under which native Indian communities could hold votes on declaring autonomy. The referendums were to begin in December 2009, and would run alongside parliamentary and presidential elections. Bolivia’s traditional elite class bitterly opposed the decree. The country is home to 36 officially recognized cultures and languages. Constitutional reforms in 1997 recognized Bolivia’s multilingual, pluri-ethnic society. Source: WorldHistoryProject.org
