Late in the evening, on Monday, the Prime Minister, Giuseppe Conte ordered to enter the most stringent nationwide restrictions on travel to Europe, adopting best practice guidelines and codes of practice used by China to contain coronavirus.

Such draconian measures would prove difficult in a society that values individual freedom. But with more than 9,000 cases and nearly 500 deaths drastic action is needed, said Mr. Conte.
